CHANGE IN PUBLIC WORKS REPORTING REQUIREMENT & FEES (08/29/2008)

The state Department of Labor & Industries has revised the reporting requirements on all state public works projects effective July 11, 2008.

The Affidavit of Wages Paid form has been amended to require contractors who subcontract any of their work to list the names of all of their subcontractors on the form. This includes general contractors and any subcontractors who have lower tier subs. In addition, the fee for filing Intents and Affidavits has increased to $40 per form effective July 1. Contractors who file electronically will find the online form amended to include sub lists. There is a printable addendum for those who file with paper forms. ABC had input to both of these new requirements. The initial suggestion was to have the general list all of the subs on the project, including those lower tier subs the general has no contract with and may not even know is on the job. The policy was amended to only include the next lower tier of subs. ABC/WW President Kathleen Garrity serves on the Prevailing Wage Advisory Committee where she reviewed the prevailing wage section’s budget. The Dept. of L&I changed how they allocate overhead, dramatically increasing the section’s expenses. This change required the filing fees to be increased to cover these new costs charged.
