OSHA CHANGES REQUIREMENTS FOR OUTREACH TRAINING PROGRAMS (04/22/2011)
Associated Builders & Contractors

The Occupational Safety and Health Administration (OSHA) April 15 announced revisions to its Outreach Training Program.

Under the new changes, the “program guidelines” have become “requirements” and must be met by all Outreach Training Programs. The new requirements include:

limiting classroom size to a maximum of 40 students; only allowing the use of translators with safety and health experience; limiting the amount of time that can be spent on videos during the training; and placing limits on training done outside OSHA’s jurisdiction.

In addition, trainers must issue a completion card directly to students within 90 days of finishing the program.

In terms of content, all construction classes must now include four hours dedicated to the Focus Four Hazards and all 30-hour classes must include two hours on Managing Safety and Health. These new requirements also integrate the changes made in August 2010 that limit training to no more than
7.5 hours per day.
